Since the City assumes no responsibilities in alleys, the Street Department has no Alley Program. The Street Department does however answer Citizen Requests.
The City assumes responsibility for maintaining alley entranceways (that part of the alley which runs from the curb face on the adjoining street to the end of the curb return that goes into the alley, which is generally the right of way line). It DOES NOT assume responsibility for the alley itself.
Alley Entrances
This Street Department does assume responsibility for potholes in alley entrances. There are three types of alley entrances:- Curbed Alley Entrance
The Street Department will patch potholes within the alley entrance. The entrance is defined by the curb return, which runs from the street to the alley pavement. This is defined in the photo as points A & B. - Curbless Alley Entrance
The Street Department will patch potholes within the alley entrance. The entrance is defined by the edge of the roadway and the area where the alley pavement begins, or, (The limit of the street right of way). This is defined in the photo as points A & B. - Gravel Alley Entrance
The Street Department will patch potholes within the alley entrance of a gravel or dirt alley only to the extent of covering a culvert pipe or easing the transition from the pavement edge to the alley surface. In these instances only gravel will be used. This is defined in the photo as points A & B
Unimproved Alleys
- Gravel Alley Surfaces
Upon request, The Street Department will grade and shape alleys. If additional gravel is needed, property owners shall pay for the gravel at one of the local quarries in the tonnage amounts requested by the street Department. The Street Department will then pick up the gravel, haul it, spread it out, and compact it at no cost to the property owner for labor and equipment.After the gravel is purchased, the work is done within ten (10) working days. However, weather, and higher priority work could delay the schedule.
Minimum gravel tonnage: The Street Department will haul eight (8) tons of gravel. Call 271-4848 to make a request for your alley.
- Dirt Alley Surfaces
The Street Department, seldom blades dirt alleys because blading disturbs the existing base and results in erosion problems. In order to gravel a dirt alley, property owners must purchase the needed gravel from one of the local quarries, in the amounts recommended by the Street Department, to cover the alley base after it is bladed. The Street department will then blade the alley, haul and spread the rock, and compact it at no additional cost to the property owners.After the gravel is purchased, the work is usually scheduled within ten (10) working days. However, weather and higher priority work could delay the schedule.
Minimum gravel tonnage: The Street Department will haul a minimum of eight (8) tons of gravel. To request maintenance for your alley, call 271-4848
Improved Alleys
Improved alleys are those alleys that have either an asphalt or a concrete surface. The Street Department does provide the service of patching concrete and asphalt alleys using City staff and equipment if the following criteria are met:
- Property owner (s) living adjacent to the alley must be willing to purchase the necessary material needed to make the repairs.
- The minimum tonnage the Street Department will haul is one (1) ton of hot asphalt mix.
- The maximum amount for total repairs is sixteen (16) tons.
The area of repairs needed over the entire alley surface CAN NOT EXCEED 20% of the total alley pavement area. If the scope of the repairs is larger than either 16 ton or 20% of total pavement area, the work would significantly defer resources from the Street Departments higher priority of Street Maintenance and cannot be done.
A Citizen living adjacent to the alley must make a request for repairs to the Street Department, by calling 271-4848. A Street Department Supervisor will measure the length and width of the alley, then measure the needed areas of repair. If the area to be repaired (in square yards) does not exceed 20% of the total alley surface, the Street Department will make the necessary repairs. Additionally, the total volume of asphalt mix should not exceed sixteen (16) tons.
The Property owner will be contacted and told how much asphalt they will need to purchase to make the repairs. The Property Owner must pay for the asphalt at one of the local asphalt plants before the Street Department will schedule the work. Work is usually done within ten (10) working days of purchase of the materials. However, weather, and higher priority programs could delay the schedule.
NOTE: If an overlay of the entire alley surface is needed, it would be entirely at the Property owners cost to hire a contractor directly or pay the cost for the City to contract for these services. The Street Department DOES NOT PLACE OVERLAYS.
