The Missouri DREAM Initiative is a collaborative effort on the part of three state agencies:
The Missouri Development Finance Board, the Missouri Department of
Economic Development, and the Missouri Housing Development Commission. These three agencies have pooled their
resources to provide the City of St. Joseph with technical and financial assistance;
technical assistance in the form of the services of PGAV, and financial assistance by giving
St. Joseph priority in consideration for various state grant and loan programs.
The DREAM Initiative entails a three-year planning process, which provides the framework for the implementation of goals and future projects identified in that process. The planning process entails several major components and focuses on the Downtown DREAM Study Area, which the City of St. Joseph identified in its DREAM application.
