TIP Amendments
Current Transportation Improvement Plan
PURPOSE
The Transportation Improvement Program (TIP) is a program management
tool for structuring metropolitan transportation related projects.
It is a program and schedule of intended transportation improvements
(or continuations of current activities) usually covering a three
(3) year period, developed as part of the process of applying for
Federal funds from the Federal Highway Administration (FHWA) and the
Federal Transit Administration (FTA). The TIP should be considered
the implementing tool of the 20 Year Long Range Transportation Plan:
St. Joseph 2020: Vision for the Future, March, 2000. The plan is currently
under revision and is anticipated to be updated in January, 2005.
The Metropolitan Planning Organization (MPO) designated for a metropolitan area, in cooperation with the State(s) and affected transit operators, shall develop the TIP. [For St. Joseph, the State shall mean the Missouri Department of Transportation (MoDot) and the Kansas Department of Transportation (KDOT)]. The MPO shall provide citizens, affected employee representatives, private providers of transportation, and other interested parties with a reasonable opportunity to comment on the proposed program.
The TIP shall be updated at least once every two (2) years and shall be approved by the MPO and the Governor(s), wherein it is incorporated into each state’s respective Statewide Transportation Improvement Program (STIP) by reference. It shall contain a priority list of projects to be carried out within each 3-year period or at least be grouped by year. Also, it shall provide a constrained financial plan that is capable of being implemented.
Under regulations governing urban transportation planning as prescribed jointly by the Federal Highway Administration and the Federal Transit Administration, the St. Joseph Area Transportation Study Organization (SJATS), as the designated MPO, has the responsibility of developing the TIP for the metropolitan planning area shown on the next page. The TIP, by regulation, is to be incorporated into the STIP without modification. Again in the FY04 TIP, Kansas includes in the metropolitan TIP’s all projects that are partly in and/or partly out of the MPO planning area.
Transportation Improvement Draft Plan
An annual update of the Transportation Improvement Program (TIP) is developed and listed herein for public comment, generally in a time-frame from May–July. It will vary over time during those months. After public comment has been completed, the draft document will then move to the Technical Committee of the MPO Board for review. If acceptable, the document is then forwarded to the Coordinating Committee for final approval.
The document will list all federally funded transportation projects within the boundaries of the MPO over a three year period. This will include projects sponsored by the Kansas Department of Transportation, the Missouri Department of Transportation, City of St. Joseph, Buchanan County, City of Wathena, City of Elwood, Andrew County, Doniphan County, Village of Country Club, and City of Savannah, as well as transit agencies operating within the same.
