PURPOSE
The Unified Planning Work Program (UPWP) is the coordinated work program
for the St. Joseph Area Transportation Study Organization, designated
as the metropolitan planning organization (MPO) for the St. Joseph,
MO – Elwood/Wathena, KS area. Developed in consultation with
the Federal Highway Administration (FHWA), Federal Transit Administration
(FTA), Missouri Department of Transportation (MoDOT), Kansas Department
of Transportation (KDOT) and local transit providers, the intent of
the work program is to define the major administrative, planning and
technical work elements for the upcoming year and identify the funding
sources for these elements. Under federal regulations prospective
work elements listed in the UPWP are required to address multi-modal
transportation planning needs throughout the urbanized area.
